Workers from Santa Clara Family Health Plan (SCFHP) were ready for change, ready for a voice, ready for dignity and respect. And now, it’s a reality. On July 23, PERB officially recognized SEIU Local 521 as the exclusive bargaining representative for SCFHP workers!
Approximately 100 SCFHP workers are now part of the Local 521 family. The services of SCFHP and its staff are critical to Santa Clara County, providing support to health care providers and patients in the community.
In less than a week, SCFHP workers came together and discussed how to truly make real improvements. It was clear it was time for change and there was a need for a powerful worker voice. A majority of co-workers signed a petition for union recognition, and on May 28, submitted proof of support to the Public Employment Relations Board (PERB).
On June 2, SCFHP workers delivered a strong message to the Governing Board, urging the board to respect the workers’ decision and ensure management stays neutral. The result: A letter to all staff guaranteeing the board’s neutral stance during the union recognition process.

Hard work, dedication and calling on the board and management to work with SCFHP employees throughout the recognition process demonstrated how much a union voice can make a difference.
