Blue Ribbon Commission recommends right to collective bargaining for Family Child Care Providers

California Family Child Care Providers attend a Blue Ribbon Commission hearing on March 11 to support the recommendation of collective bargaining rights.

The fruit of more than two years of labor by Family Child Care Providers was delivered in a set of recommendations as part of a draft report by the CA Assembly Blue Ribbon Commission on Early Childhood Education.

The Blue Ribbon Commission was created in 2017 to provide more services to families and kids in need throughout the state through improvements to an underfunded and struggling early learning system.

Since then, Family Child Care Providers have consistently traveled to our state capitol to sit in on Blue Ribbon Commission hearings, where we’ve discussed issues, presented testimony and met separately with commissioners to share our stories.

Our advocacy work paid off on March 11, when the commission’s draft report included the recommendation that the state support the right for collective bargaining for more than 40,000 California Family Child Care Providers.

This is the first legislative body in the state to formally make such a recommendation in our more than 15-year fight for the right to collective bargaining. Family Child Care Providers from SEIU 521, SEIU 99 and UDW-AFSCME who are leading this historic organizing effort praised the proposal.

SEIU 521 member Celeste Galeno, who has been a Family Child Care Provider in Tulare County for more than 24 years, was joined by fellow early care educators as she voiced their support of it.

“We can’t begin to express what it means to us providers standing here today who have been fighting for this right,” she said.

The Blue Ribbon Commission will publish its final report in the coming weeks. Meanwhile, you can sign up to get involved and stay up to date on what we’re doing to build a better early care and education system for all!
