President's Letter to Members (12/30/2009)

Group Grievance and PERB Complaint
On July 7, 2010, a Group Grievance for Bargaining Units 3, 4 and 36 was filed challenging the Board of Supervisors legislative act of adding those Bargaining Units to the Mandatory Furlough provisions in Personnel Rule 12060, et. seq. Prior to this unilateral action, the aforementioned Bargaining Units were expressly exempt from the Mandatory Furlough provisions of Personnel Rule 12.
This Group Grievance was filed in conjunction with a PERB Complaint, which was submitted on June 28, 2010. SEIU Local 521's attorneys filed the Unfair Practice Charge citing a violation of the Meyers-Milius-Brown Act (MMBA) against the County of Fresno. The allegations in the Group Grievance are similar to those in PERB Complaint, i.e., the Board of Supervisors unlawfully amended Rule 12 to include Bargaining Units 3, 4 and 36 in the Mandatory Furlough Provisions.

Fresno County Members Vote to Save Jobs
July 2, 2009 - In order to minimize layoffs to Fresno County workers in this time of budget crisis, workers in Bargaining Units 2, 3, 4, 12, 22, 31 and 36 voted yes on Temporary Office Closure (TOC). The 2% cut will be offset by the 3% increase workers are scheduled to receive in December 2009 and is a better alternative than the 22% pay cut the County wanted these units to take.
