We did it! Congratulations members, your hard work attending continuous worksite actions, Board of Supervisors meetings, lobby visits, and taking part in a power email campaign led to us reaching a new Tentative Agreement (TA) on a successor MOU that for the first time in over 13 years, will address the creation of a New Retirement Tier with COLAs for Tier 4 & 5 members!
Every worker action made a difference at the bargaining table. From media coverage to storytelling opportunities, Fresno County Management felt the pressure at every turn.
Amid federal funding uncertainties and potential cuts, this was a strong achievement focused on security for our future and the services we provide every day as county employees. This one-year agreement will position us to return to negotiations on future terms based the state of funding.
Your Fresno County – SEIU 521 Bargaining Team is recommending a YES vote to accept the new TA!
TA Highlights:
- Wages: 1% wage increase effective the pay period following Board of Supervisors approval
- Bilingual Skill Pay: effective the pay period following Board of Supervisors approval, extend prior grandfathering period, from January 1, 2026, to January 1, 2027. Grandfathered employees will be given a one-time payment of $40 per pay period for any pay periods missed from January 5, 2026, through the period in which the Board of Supervisors approves this successor MOU. Furthermore, SEIU agrees to withdraw any grievance and/or litigation regarding Bilingual Skill Pay related to the prior successor MOU.
- Increase Annual Leave Cap from 600 hours to 650 hours as soon as practicable
- Health Insurance: MOU Reopener on or about September 1, 2026, for Plan Year 2027
- Retirement Actuarial Study: The County will initiate the procurement of an actuarial study during the term of this agreement to assess the impacts and costs of potentially providing a cost-of-living adjustment (COLA) to existing retirement Tiers IV and V or creating new retirement tiers with a COLA provision. The County will coordinate with FCERA to ensure efficiency and that statutory requirements with the County Employees Retirement Law (CERL) are met.

TA Ratification Method of Voting:
The ratification vote will be held online via a third-party vendor, Election Buddy. Electronic ballots will be sent to your personal email or cell phone number on file with our union.
